So need a little help. I have till Friday to send off my lizardmen 2.6k list for chaos against humanity but I don't have access to end times rats and have no time to get to gw. Can anyone tell me if there is anything in there that is likely change my army.
What exactly is a battle scroll and what does the lizardmen one mean for me?

I dont have my book yet, but from what I hear the Lizardmen got 1 battlescroll, which basically gives Skinks +1 WS. Thats it. Whoopee doo.

I would recommend that you do yourself a favour and just take a regular lizard list.

EDIT: A battlescroll is basically a list of units that you can include in your army for a set point cost and that usually give you a bunch of special rules. For instance, the Thanquol Battlescroll means that you have to take the following units in your army:

* The new Thanquol model
* A Verminlord
* A couple or units of Stormfiends
* A few other things like Stormvermin or Clanrats.

If you do this, you get a couple of nifty special rules for your whole army to use.

The Lizardmen Battlescroll includes a bunch of subpar units, a buttload of Skinks, and if you take it your Skinks get +1 Weapon Skill. Its not very good...

What +1 weapon skill on skinks is awesome! if I get that every game I'm completely confident by the year 2035 my skinks will have killed... Something in combat!
